https://support.apple.com/appletv/restore describes how to perform a Restore externally, through a computer, connected by USB cable. The restore will re-install the system software, as downloaded through the computer.

- The Apple TV will have to be powered by itself, at the indicated moment.

- The USB cable needs to support data transfer (not just a charging cable from some other device).


It is a bit different using Macs running macOS Mojave 10.14 or earlier (using the iTunes application), versus Macs running macOS Catalina 10.15 or later (using the sidebar of a Finder window).
