Communication limits during downtime keeps resetting

All of a sudden my communication limits during downtime is reset to “everyone”. I have updated my phone, restarted my phone / nothing works. When I click on “specific contacts” it’s like the screen freezes for a few seconds and then it automatically toggles back to “everyone”.

Any help would be so appreciated - this is something I use every day!
