If I downgrade my iCloud storage from 50 to 5 gb but am currently at 17gb . Will I lose my stuff if my phone has enough storage?

You will not lose what is on the phone but you will lose whatever was in the iCloud backup that exceeds the 5GB. However, if you are using iCloud Photos and plan on giving that up as a result of the downgrade, you will want to archive the photos before you downgrade. This could also apply to Notes, contacts and other files as well if you are syncing content with iCloud.
