How to access my Apple Watch if I don’t remember my passcode and my iPhone it’s connected to doesn’t work anymore

Sorry to hear you forgot your Apple Watch passcode.
In order to regain access to the watch it will need to be unpaired and erased. I can help you with that.
First thing you want to do is place your Apple Watch on it's charger.
WIth your Apple Watch powered on, press and hold the side button below the Digital Crown until you see the slider show up to Power off the Apple Watch.
Once this screen appears press and hold the Digital Crown until you see an option to Reset the watch. Follow the prompts and once it completes you will be able to pair your Apple Watch to a new iPhone.
