If you can't remove your last payment method or use no payment method with your Apple ID - Apple Support

if its stuck on the payment verification screen, try signing out and signing back in to the app store. maybe restart the device.

What happened when you followed the previous blue-text links to the articles describing setting up a no-payment Apple ID, or describing removing the last linked payment method (other than gift cards)?
