I've notice every time I swipe up and leave open one app to go to another that after a couple minutes all the previous app completely restart. I've gone through my setting and background app refresh is off but on specific apps it's toggled on and greyed out so I can't turn it off. What do I do to fix it?

Is it possible that you have Screen Time Restrictions set to ON and that is preventing you from changing the Background App Refresh settings? Lets double check:
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Background App Activities : Set this to ALLOW.
