Shutter sound on a Japanese IPhone

I bought a used iPhone XS off the internet and I guess it came from Japan and I can’t figure out how to turn off the shutter sound. I’ve tried multiple methods and I’ve had no luck. Can i take it to an apple store and have them disable this constant shutter

There is no way to shut off the shutter sound on that phone. Apple can’t violate the law that applies to that phone and won’t disable it.
