You can try shutting down Safari then while pressing and holding the shift key launch Safari. This will start Safari in a clean state.

What happens when you try? You posted in the Catalina MacOS community which runs on Mac computers but you reference upgrading iOS which runs on mobile devices like the iPhone. Which system are you asking about?
