Setting up new iPad with only SIM connection
Can I set up brand new iPad (no other devices - first time iPad - no WiFi connection) using only a new SIM card?

Welcome to the Apple Support Communities! Thanks for posting about setting up your new iPad for the first time. We'd be glad to see how we can help you out.
Setting up and activating your iPad should be able to be completed without Wi-Fi or another iOS or iPadOS device. You will need a cellular plan though as creating your Apple ID and activating the device will require a data connection either through a cellular plan or Wi-Fi.
