So while waiting either in this option: https://reportaproblem.apple.com/ and https://support.apple.com/en-us/HT210904, is it mean that you can use the service you just purchased right? Like Arcade, you can download more to play while waiting for money-back?

I would expect that once Apple has issued a refund that any services connected with the refunded item would also be disconnected. The funds processing lag is mostly associated with refund processing through the banking system which is out of Apple's control.
For example, deep down in the legal documents: https://www.apple.com/legal/internet-services/itunes/us/terms.html where you will find, "When your Paid Subscription to any Service ends, you will lose access to any functionality or Content of that Service that requires a Paid Subscription."
