I have a PDF that is composed of text fields and checkbox groups and I have edited in Adobe Acrobat so that all the fields are read only. When opening the PDF in all browsers nothing can be edited as expected except in Safari the text fields are read only but the checkboxes are editable.

Since this only occurs with this specific file but persists with a duplicate, try recreating the file from scratch and uploading it separately.

I am only working with this file, I followed your advice and duplicated the file and opened the duplicated file in another folder but I am still encountering the same issue. The check boxes are read only in Chrome/Firefox/IE/Edge but are editable in Safari.
