How do I make sure all my photos are taken in high resolution. Is there a setting to ensure this? Like how do I have them all in HEIC?

Thank you for using the Apple Support Communities. We understand that you would like to make sure your photos are taken in high resolution and we would like to help! HEIF (High Efficiency Image File Format) and HEVC (High Efficiency Video Coding) is already built in to iOS 11 or later.

I have iPhone 12 max pro and iOS 14.4.2. In photos settings I have selected “Download and Keep originals”, “View Full HDR”, and for Transfer to Mac or PC I have selected “Automatic”.
For Camera setting, I have “High Efficiency” selected. As well as “scene Detection” and “Smart HDR” selected. What else do I need to do or change because only some are good quality. I can take several pics of the same scene and some are good and then the next one will be bad. If I use Portrait mode they are bad and then the next one without portrait mode on will be fine. So does Portrait mode effect the resolution size as well.
Lastly, is High efficiency what I want? Is there a reason why all pics aren’t taken with high resolution if I am not changing settings for that to occur?
