Does your desired carrier support short codes? (required for activation)

have you tried deregistering the number then reregistering?

Check these out if not

You may want to reach out to your carrier and make sure that the sms provisioning for your account is correct. If all is as it should be and you have deregistered with the sites above and unsuccessfully attempted to register again, it may be time to call Apple.

First, check to know whether you have an SMS plan enabled at least for One SMS with your carrier. Contact your Carrier (Cellular Service Provider) the agency who issued the SIM to you

If your iPhone is used with a carrier not found in the wireless carrier articles, make sure you can send and receive international SMS. (One SMS Only)
