My phone was stolen, so I took it off my appleID. Now the police have returned what "looks" like my phone (without sim, and it says "iphone is disabled, connect to itunes" How do I proceed to open it to see if it is mine?

Been going through some sort of COVID-19 internet training through a government audit process and my Apple Card is not attaching back to my wallet after I paid balances am I no longer eligible? When will they stop this program has tore apart my life?
