You still are not making much sense. If you forgot your Apple ID, start here: https://iforgot.apple.com/password/verify/appleid. And, is that ID and password different than the one you used to post here?
My guess is your iPhone is Activation Locked. You have a previously owned iPhone that you cannot use.
If this is right, the previous owner must release the Activation Lock or the iPhone will remain useless forever.

iCloud does not use a PIN number.
Please elaborate … exactly what happened, what have you tried, what equipment is involved, model numbers, software version numbers, previous owners, etc.
