Apple does not ship internationally. You have to buy it from a retailer in your own country who will charge you whatever taxes apply for where you live.

Got me? Add it to your cart, seeing was happens. If you purchase it, your sales tax would be based off your location.
Important:
Note to have the seller use the following site, prior to selling it to you: What to do before you Sell, Give Away, or Trade in your Mac - Apple Support. If they don't log out of their own account on it, then it would be useless to your account.
The OP wants to buy it from Apple. I don't think your last paragraph applies here.

Read it as “customers” not “customs”, as
if it’s a used device being sold.
Apple's customers selling a used device would not be selling it on Apple.com.
