I don't have Apple Wallet in my System Preferences …. anyone know how to turn it on?

Looks like you have the same issue as me! Maybe someone else can help us both.
Try booting into Safe Mode then reboot normally. If that doesn't work, you may have to reinstall Big Sur.
See if it appears in the View menu in System Preferences. You can hide prefpanes, and if hidden, will still show in the View menu.
Did you disable Full Security in the Startup Security Utility? You must have Full Security set to use Pay, but I don't think that would necessarily hide the Wallet prefpane.
If not in the View menu, look in /System/Library/PreferencePanes/
If there, double-click to open it.

"Wallet" is not available on macOS.
