How am I supposed to plug a USB-C cable into a computer that doesn't use USB-C in order to restore it?? Do I really need to buy another adapter for this?

One of my new school iPad Airs is now asking to be plugged into a computer and be restored. I do not have a computer with a USB-C port, so have no way of doing this. Is there another way to restore it?

You can use a USB-A to USB-C cable or adapter for this. You will either need that or a computer with the port. Most computers produced in the last 4 years have at least 1 USB-C port.
