Should this be running on M1mini, Big Sur?
I don’t connect with any windows computers. Not sure why it is constantly sending out information.

It's perfectly normal for netbiosd to be running on your system. It's part of the standard OS integration for Windows networks.
Even if you're not directly connected to a Windows network, the OS doesn't necessarily know that and the daemon does things in the background like protect this host's name on the network (so no one else can connect a system with your machine's name and hijack the connection).
It's also involved any time you connect to an SMB file share (the standard Windows file sharing system).
If you are 100% sure you don't need it, you can configure it via editing /System/Library/LaunchDaemons/com.apple.netbiosd.plist and adding a <key>Disabled</key> tag, but honestly, it's such a lightweight process it shouldn't have any negative impact on your system performance, so I'd let it be.

I am sorry, I don't fully understand your question. It would help if you could be a bit more specific as to what is going on. Are you saying that Netbiosed is installed/running on your computer? If so, and you did not install it, the simple solution would be to drag the app from the Applications folder to the Trash and empty it. Yes, it appears to be an app for Windows computers. (Normally they will come as .exe files and are not be able to be installed on Macs.) If I am missing something, please advise what else you need to know.
