That is correct and is the main issue IF your iPad model is running iOS 12 or iOS 14.
A 16 GBs storage iPad starts out, after initial drive formatting, at approx. 14.5 GBs of free, internal storage.
After the installation of iPadOS, at approx. 6.5 GBs, leaves 8.0 GBs of of free, internal data storage space.
iOS/iPadOS needs a minimum of 2-4 GBs of constant remaining storage, that MUST BE MAINTAINED AT ALL TIMES, to insure/ensure nominal, acceptable operation of all iOS/iPadOS functionalities.
This leaves a 16 GBs iPad with ONLY a practical, usable storage space of between 5 and 6 GBs AND THAT IS IT!
This is virtually NO internal data storage to do much of anything with that iPad!
This is why Apple quietly, silently did away with all 16 GBs iOS device back sometime in 2016.
IF you cannot free up enough space on that very low storage device, then there is really nothing more to be done.
It's 2021, now.
You really need to seriously consider a purchase of a new iPad model OR a much, MUCH “newer” and less expensive, refurbished or used iPad models, from better known, trusted sources, like other Apple product/device retailers/resellers, locally or online, on the Web/Internet, capable of running the latest iPadOS versions, that have much larger internal data storage capacities.
There are PLENTY of newer, older iPad models that can run the latest, current versions of iPadOS.
Even a 32 GBs storage iPad starts out with approx 30 GBs.,after initial internal flash drive formatting.
Minus approx. 6.5 GBs for iOS/iPadOS leaves between 23-24 GBs.
Minus 2-4 GBs, for iOS/iPadOS system operational reserve, that MUST BE MAINTAINED AT ALL TIMES, to ensure/insure normal, expected operation of iOS/iPad OS, leaves approx. between 20-21GBs of actual, usable data storage space.
That is 3-4 times the usable internal data storage space of a 16 GBs internal data storage space iPad model.
The drawback with 32 GBs devices, in this day and age, too, is that the 32 GBs models are quickly becoming the “new'” 16 GBs equivalent internal data storage models, in terms of how little data storage there is for base model devices made in past 4-5 years!.
I am sorry that you had to learn all of this, but this does not change any of the facts regarding the internal data storage issues of these much older iOS/iPadOS devices.
64 GBs and 128 GBs are really the true minimum internal storage requirements for any iPad model today.

The only way you can free up space is by deleting photos, messages, apps, etc.. Be sure to save important photos and data to your computer or an external drive. Check this link...

The “A” model number can be found on aluminium back of your iPad in small print right under the larger bold print “iPad”.
