My ipad 9.3.5 will not download emails as it says storage is full but I am only using less than 1 GB of storage with very few Apps

Welcome to the Apple (user-to-user) Community.
Wondering if it is your eMail account online at the provider's website that is full ?
Email providers generally have a limit to how much eMail can be stored on their site.
Eg: An eMail account can generally be set to delete eMails when you delete them in the Mail app on your iPad.
If you do not have some arrangement like that, your inbox there could be full / overflowing..
So, you might want to log-in to your eMail on the eMail providers website (eg: Yahoo, GMail etc)
You can delete any old eMails you do not want to keep, and change the settings, if you want.
Else, if that is not the problem... you may need to double-check your iPad storage:

As you say, the eMails appear ok on your other devices, so seems that Outlook wasn't the problem.
Wondering if you use iCloud to sync eMail across devices ...
if so, maybe it is iCloud that is running out of storage space.
Else:
If you need to make more space on your iPad, so you can download eMails:

The iPad is indeed showing it is full.
When looking at Manage Storage it can take many seconds for the list to be populated. It should be sorted in descending order of space used.
You did not mention how much space is in use by Outlook. Is there anything for iMovie?
Since the iPad is a bit challenged at the moment, I suppose you are using another of your devices to write these posts. You could take a photo of the iPad Manage Storage screen with your mobile phone and attach it to a post by using the camera button in the bottom left hand corner while creating the post or, if on your desktop, the sun and mountains button towards the right hand side of icons while creating a post (after transferring the photo to your desktop)
Can you please post screenshots of Settings > Storage & iCloud Usage, and Settings > Storage & iCloud Usage > Storage

I have tried to do as you suggest but I cannot find where to make the adjustment on the Outlook site,
I suspect, however, that this is not the problem as I can access my emails on my desktop computer and mobile phone.I think this suggests that the problem is with my old ipad (10 years!)

However, Settings shows Storage : Used 12.5 GB, Availab!e 0 GB.
I Cloud: Totalstorage 5.0GB, Available 4.9 GB.
When I click on Manage Storage it lists14 Appssuch as Google ZOOM photos and camera etc. The highest useage is Google with 134 MB and the total. The sum total usage of all Apps is about 500 MB!
