In Finder Window see file extensions ".svg" and ".js".

Are they important? When double click on ".svg" an unrecognizable graphic pops up. On ".js" pages of nonsensical script pops up. Can I delete these files??

Depends what folder you see them in.

These are web design files for certain websites. If you have a webpage you are storing for future use, they may be part of them.

If you find them in your Documents, Desktop, or Downloads folder, you can delete them if you have no other use for them.
