I have my phone plugged in to computer and still cannot update it

I have it plugged in to computer abs downloaded the app suggested and still cannot download the update

Connect iPhone to Computer / Mac


Settings > Touch/Face ID & Passcode > USB Accessories > [Enable]


You haven't mentioned whether you have a PC or Mac. However...
