my apple watch cannot be activated for service

I bought this iwatch in the marketplace and when I try to synchronize it with my iPhone it asks for an update and when I try to update it I get this message (my apple watch cannot be activated for service), can someone tell me what I can do?

how to activate my Apple Watch to service im not able to complete activation on my watch with my service provider.....none the less is there other possible steps that perhaps need tone followed to remedy this issue? maybe reset? repair with my phone? etc etc. thanks everybody!
