I have the same issue and it has persisted after rebooting. I am running iOS 14.5.1.
For example, if I ask Siri to send a message, it will speak and ask for the message content, but will not read my message back to me. It is clear from the screen text that it is waiting for me to confirm the text content and it will not send the text. If I ask a question that does not start a dialogue, for example, what’s the weather today, it will speak in response but cut off in the middle of the second or third work in the response.
I thought it might have something to do with my AirPods but the same thing happens without the AirPods. I also thought that my phone case might be pressing on the Siri button causing it to silence itself, but it still happens when the case is off. I am wondering if there is some setting or combination of sensor inputs that would cause Siri to switch from speaking to screen text only.

I have to admit that this problem has gotten weird. For a few days Siri worked without an issue. I would ask it to set a timer or tell me a joke and Siris speech wash perfect. Tonight I asked Siri to set a timer and her speech cut of again mid sentence. when asked to tell a joke she would get the first two or three syllables out and then the sound would stop..When I ask Siri to speak louder it will say " this is as loud as I get". That sentence is fully enunciated. I can hear each syllable. When i then ask Siri to tell a joke the problem is still there and you hear just the fist one, two , or three syllables.
I can listen to podcasts and other audible ads just fine.

To confirm, have you tried restarting your iPhone? What about checking for updates? iOS 14.5.1 is the latest available, so if this isn't installed, go ahead and do that next:

This problem began after the last update. I have rebooted and the problem persists. I can listen to podcasts and other audio without issues. Siri’s speach will stop mid sentence as if there’s a bad intermittent power connection to speakers .
I am having same issue, only since update to 14.5. iPhone 11, first-gen Airpods. Usually listening to a podcast while walking, and when a text is announced it'll say a few words and then go silent. The length of the silence is what I'd guess to be the length Siri would be talking to finish reading the message, and then the podcast resumes.
For me, Siri also stops mid sentence while using Apple Maps when speaking navigation.
Rebooting works for a few minutes but that’s it.
On my job, I can not be rebooting my phone constantly. I am running 14.5.1 and that seems to be when the issue started.
Exactly I’m literally crying here being an extensive Siri user it pains me to see it not working. It was working fine till 14.5. But soon after 14.5.1 update it’s speech stops immediately. Now I’m never gonna update iOS , it just makes your phone defective.
I had this problem too after updating to 14.5.1. I tried restarting my iPhone and the problem still persisted. Tried turning Siri off both “Listen for Hey Siri” and “Press Side Button for Siri” and restarting again. Turned them back on and it’s now working.
This worked for me. I was having the issue with cut-off Siri voice, and turned off the two settings above and then restarted. The problem went away for now. Still it’s obviously a bug in iOS and you cannot do this maneuver when you’re driving so for Maps navigation it will be bad if the problem recurs.
I have tried rebooting, turning Siri on and off, I have rebooted, nothing helps at all. I have no more updates and this is not working. I am not using a bluetooth or speakers. Straight from the phone itself.
Same here. Happens whether I’m in the car using CarPlay, connected to AirPods Pro, or just playing through the speaker.
also affects the speak selection accessibility feature which I use constantly. it’s even cutting off “speak selection / read selected content” where you set the spoken content speed (the rabbit and turtle). It sounds like “speak selecsh” and cuts off
Apple - Please help.
This is very annoying- Siri stops after one or two words of speaking. I’ve read others same issue. Is there a fix for this issue? It’s not a reboot fix for me. Apple needs to get on this and fix ASAP please!

I had to turn off Siri, turn off every speak text /spoken content item in Settings. Then hold volume and lock buttons down to get the prompt to power off. Leave off for 30 seconds. Restart. Re enable text to speech. Re enable Siri.
I was having the same issue. Restart seems to have worked for me.
I had this problem too after the 14.5 and beyond updates. Rebooting my phone seems to have fixed it, at least for now.
