This looks like a Philips Electric app, that clearly states that the app has been removed from the Apple's iOS App Store.
Philips must have removed this app.
Nothing more to be done.
If an app has been removed/deleted from the iOS App Store, then it is gone forever.
You will need to find some other compatible app, that has been created by Philips Electronics, that maybe able to be used, instead.
No one here can help with this and Apple will NOT be able to help you with this issue.
The app is gone.
