Where did you get the phone? That message means that either the original seller never reported the sale to Apple, or it is a phone that was stolen from somewhere in the supply chain. The best thing to do is to use the Get Support link at the top of this page to discuss it with an Apple specialist.
A less likely (but possible) answer is that it is a counterfeit iPhone.
