If you are referring to Wallet app on iPhone. It should come preinstalled. If it was removed for some reason. Go to the Apple Store. Type in Wallet and see if the Apple Wallet app is retrievable from there. If you are referring to an iPad. There is no native Wallet app for iPadOS at the time being. You can navigate to Settings>Wallet & Apple Pay to view your controls and settings.
