If you already downloaded the app, go to reportaproblem.apple.com. Otherwise, I'd suggest the main Contact Apple Support page as a starting point.

You can see in the Reviews of that App that the same thing happened to a lot more people. I would like to report the fraudulent activity, I believe the App should be removed from the AppStore, but when pressing "Report a Problem" on the AppStore page (on iPhone), I am redirect to this web page, saying "The page you are looking for cannot be found.". Is there no way to report Apps anymore?

Report A Scam App or Fraudulent Use How do users report an app that is a scam and should be suspended from the App Store? E.g a “Free App” that then goes on to take a large sum from a user’s account every week. The “report a problem” link is only for reporting bugs to the developer.

I’ve tried all that Apple care less about someone losing money through an app that’s fraudulent
