Downgrading iCloud storage

Hi,

mad I did not have enough balance in my debit card to make a payment for a storage, even after I got it , the money is still not deducted which is what is stopping me from canceling that upgrade and downgrading it to a free one.

I am wondering , how long it will take to apple to find out about the balance I have on my card right now and to finally take the money so I can cancel this thing as it is becoming too annoying.
