Want to locate my device that has no findmy app how can I do this with just IME number
How can I recover or locate my iPhone that has been stolen which has no findmy app or is rather turned off in the device itself

You cannot locate it any other way except the Find My app. You can call your carrier and have them put the iPhone on the blacklist so that it cannot be used by anyone who finds the iPhone.
