Would I be able to charge my new MacBook Pro, or my new iPad Pro 2021 that has a USB-C power connection?

Yes that combination will work fine with your MacBook Pro (USB-C Power port) and your iPad Pro (USB-C Power port).

A USB-Power-delivery power adapter cannot "force itself" on your devices.

Your device draws what it wants from the Power adapter. The two negotiate and the computer is in charge.
