Contact Apple Support:

For financial support, contact Apple Support.

Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. And that makes sense, because with the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

Where to Go from here:

Contact Apple Support or your Bank.

Contacting your Bank:

If you've tried to enter it too many times, your card may have been deactivated, and you need to contact your financial institution(i.e. bank), and ask them to reactivate it. They might be seeing it as a scam (though that might not be the case).
