Is there any way to use the "Create PDF" option on the "More" menu to combine two PDF files that are forms into a merged PDF that isn't an image PDF but actually preserves the form fields "as-is"

iOS/iPadOS doesn’t provide a native “merge PDF” function - however, you can add a Merge PDF action by using the Shortcuts App.
From Shortcuts, simply search for a precompiled “Merge PDF” shortcut from the Gallery.
Ok. I loaded the shortcuts app. Searched the gallery. Nothing. Also, in contrast to your comment about no built-in pdf merge I point you to the Files app which indeed does have this ability. However, it only flattens the result into an image only PDF. Which is my problem. I need to preserve the form fields in the resultant PDF.
