An odd issue has arisen wherein my Mac Mail is constantly displays a "Downloading Messages" message when no new emails are being downloaded. It often displays that several thousands messages are being downloaded.

I tried trick with sorting draft "On My Mac" in "Mailbox Behaviours", didn’t help and starting Mail app with shift as well.

It will show that message when it rebuilds the database it uses to index the raw messages.
It probably has a corrupt index that keeps getting rebuilt.
You can try to delete the index and let it create a new one.
Quit Mail and delete the Envelope Index files inside of ~/Library/Mail/V8/MailData. ~/ means your home folder. If your user library is hidden, hold down the Option key and select Library from the Go menu in Finder.

User Wrote " Running macOS Big Sur 11.2.3 (20D91) " the Current Big Sur is macOS 11.3.1 ( 20E241 ). If this will have a bearing on you issue - unknown ?
Hi, thank you for your swift answer, anyway this didn’t help. I did it and same thing.
I also tried delete all accounts, quit the app, and then add accounts, still "Downloading Messages", there are hundreds and then thousands, now only one and it’s frozen for hours.

Sorry, I forgot to mention that you will get the downloading messages while it reindexes the messages, but it should stop repeating, maybe.
Given that it got stuck, that is likely the problem message. I don’t know if there is a way to determine where it is hanging up. If you can, manually moving that raw message might let it complete and stop repeating.
