Why do certificates "not standards compliant" registered (allegedly) to the US Gov. DOD have full keychain access to my computer?

I googled and came up with really...nothing. And the man's name, also registered as the US government DOD? Please tell me this is innocuous and the Chad at the NSA isn't spying on me.

But seriously, my iOS was cracked 2 years ago and it thought all was said and done when I got all new tech, cloud,...even changed my phon number. I noticed recently that when I took video on PhotoBooth, there would be a flash of the screen and freeze - just as if someone was taking a photo of me during a video.

So yeah, please tell me what to do here. thank you.
