Is there a way to annotate PDFs in iCloud web?

As stated in some of the other previous posts the only way to achieve what you are wanting as far as editing the pdf's would required a third party software, saving them locally onto your Linux machine, and uploading that to iCloud Drive. Unfortunately there isn't a way to edit those pdf documents directly in iCloud unless you have an Apple product to do it. You can make a request for that feature by leaving feedback for Apple at this link: Product Feedback.

In this case your only other option would be to consider a third-party application such as Acrobat by Adobe or another similar developer. You will be able to edit the PDF documents on both platforms but cannot use them in iCloud as mentioned in your original post.

Currently there isn't a way to edit PDF documents directly in the web version of iCloud at this time, however you can edit them within the books app and save them in iCloud Drive along with your other iCloud files.
