Unlocking iPhone with Apple watch

I tried to turn on the unlock with Apple Watch and it keeps giving an error message saying it cannot get in contact with my Apple Watch, the watch is on my wrist and unlocked… don’t understand what’s wrong, I’ve restarted both devices already.

Is anyone else having an issue turning on Unlock with Apple Watch? Just got the new iPhone 13 so don't know if there is an issue. I am trying to turn on Unlock with Apple Watch but says unable to communicate with Apple Watch. My watch is connected to my Iphone and everything else is working.
