If only the email account was deleted, you should still be able to access iCloud. You should change to email to a current working email account so you can receive any required emails.

Apple ID Name Change.

What to do after you change your Apple ID or password - Apple Support    I suggest doing this before you change your Apple ID or password.

If the Apple ID account was deleted, you won't be able to access iCloud.
