Certain Privacy Permission Lists (TCC) are Blank After Update

Updated to Big Sur 11.3.1 and now on Security & Privacy's Privacy tab there are no entries under Accessibility, Full Disk Access, Input Monitoring or Screen Recording. Adding apps to these tabs manually has no effect: the list remains blank. Other lists in the tab have correct entries. Any suggestions?

Since there are aspects missing since the UpGrade to Big Sur - has one considered Reinstalling Big Sur from Recovery Mode. It should bring down the Full Installer and overwrite corrupted and or missing aspects that occurred during the upgrade process.


If so doing - strongly suggest running a NEW Time Machine Backup before hand - reason New - if you still have the Time Machine Backup with Previous OS Backups - those maybe lost if done with Big Sur added to this Drive. If possible create a TESTED Bootable Clone to external Drive Insurance incase things go sideways.

Yes, of course I am aware of that. That’s not what’s happening here. After updating, several lists no longer have any entries and the apps now request permissions they previously had — but no permissions can be granted. Adding apps to the tabs manually (AFTER UNLOCKING THE PADLOCK) has no effect. The list remains blank and even tccutil reset fails. I suspect TCC.db corruption during the upgrade process. Before I disable SIP and delete the database I was hoping to hear from someone else who might have seen this and resolved it a bit more elegantly.
