i cant clear my photos or get all of them off for more storage. I need them all to be on my computer but nothing is working

What might “both” mean?
- A computer?
- An iPhone?
- iCloud?
- iCloud Photos?
- An iCloud backup?
No I need my storage cleared entirely on both.
