You can easily change your iCloud subscription. This support page describes the various ways that you can manage your subscription:

How to cancel an iCloud storage plan on a Mac

Click the Apple icon in the top-left and then choose "System Preferences…"

Click "Apple ID."

Click "iCloud" and then beside the iCloud bar, click "Manage." ... 

Click "Change Storage Plan."

Click "Downgrade Options" and sign in with your Apple ID password if prompted.

Just to be clear: the storage you have been paying for was not 'on' your iPad Mini: you can't increase the storage actually on an iOS device. You are paying for online storage which was accessible by that device and is now accessible by the new one. Since the new one has more storage itself, and since its contents will be backed up and synced to iCloud you are likely to need more storage on iCloud, not less. You may still decide to reduce the storage as described above but you should be aware of these implications.
