Apple Watch Series 6 - carrier locked

Hi,

I am planning to buy a Watch Series 6 with cellular option, but from a person. Altough trustable the person, the apple watch bought through carrier.

Can it be carrier locked or can the carrier blacklist it's IMEI if the person is not paying / fraud?

Are Apple Watches unlocked Have found a brand new series 5 and am Leary about buying something that’s locked by a carrier. Are the series 5 locked to a certain carrier? If so, how do I know if it is 100% unlocked?
