There is no "blue dot".
Does it show up in a screen shot?
Or are you seeing the front camera?
Here are two similar questions and they ssuggest you aren't actually seeing a light, you're seeing a blue colored reflection off a sensor. See the first topic on how to test this.

Is it in the screen, or on the frame around the screen? There is an optical proximity sensor that detects when the phone is held to your face so it can disable the screen.

Up in the status bar by the speaker.

I know, that's why I asked if it was green. Not all people can perceive colors well.

It’s not doing it now. I am home. It was doing when I was in the city.
It was not green it was blue. When you hold your phone to talk to someone it’s was right there by the speaker
