I want to add callouts or labels or similar items to point out places of interest in drone videos using iMovie. Is that possible or do I have to see if Final Cut can do that?

There is no feature in iMovie for adding callouts. However, you can create a transparency screen with the Preview app on your Mac, create the callout, and insert it into iMovie with the Picture in Picture feature. You can create a transparency screen by opening a duplicate of any random photo and doing and Edit/Select All, Edit/Delte. You will be left with a transparency screen. Then you do a Tools/Annotate and you can add text and arrows and the like. It looks something like this:
