How do I find a lost iPhone?

My son lost his phone and it's dead so we can't use Find My Phone. But my husband received a notification from Apple saying the phone was found at such and such an address. How does this notifcation get sent? Did someone find it and notify Apple? My son is now at the address (our neighbor) looking in the bushes.
