Ownership of Apple stores in Mexico

Hola. Are the iShop stores in Mexico owned by Apple? When I lived in Canada I got brilliant service from the teams in Coquitlam Centre and Oakridge Centre. I went into the new store in Plaza Las Americas here in Playa Del Carmen yesterday and felt like I was interrupting the two people who worked there. I asked if they could show me how to move photos from an older android onto my newly purchased iPhone. No, because of “ social distancing “. I asked if they could do it if I stood 6 feet way. No. Just a plain ”no” and then they went back to chatting with each other. Do the stores here put staff through any kind of training?
