What if my phone service is currently off so my number that is listed on my two step authentication Apple ID will not let me access because I don’t have even a workable phone number. How else can I do this I have the email and all my identity info?

Is this an iPhone? If so, as long as it has a WiFi internet connection it can get a code. Apple 2 Factor Authentication codes are sent as iCloud push notifications when using any Apple device to receive them. An iPhone would only get a code via SMS or voice message to a telephone number as a backup means of receiving codes.

Of course, if you are using the older 2 step verification system, then those codes are only possible via a SMS text to a cell phone number. That is why you have a 2 step verification recovery code to use when SMS is not possible. As covered in the article you linked here from at the top of your post -> Two-step verification for Apple ID - Apple Support
