Problem with Apple ID

I bought a second-hand iPhone XR over a month ago. At first glance it was ok. I got home and I wanted to connect my account to the device but it turned out that I can't because there is an Apple ID lock assigned to an account I don't know. Tried to contact the seller and nothing. I wrote for support and due to the pandemic I still haven't received any reply. What can I do now because I paid a little for the phone and I can't use it. Please support me.

Unfortunately there is nothing you can do if you have an activation lock on a device and you cannot contact the person who set it.

"Activation Lock for iPhone, iPad, and iPod touch" is a security feature with an aspect of possibly deterring re-selling of stolen devices. To learn more click here --> http://support.apple.com/HT201365

For an individual to remove an activation lock this absolutely requires the information for the account that applied the lock. Click on this link to learn 'How to remove Activation Lock' --> https://support.apple.com/HT201441

If you do not know the required information and you are not the original owner, get the owner of the account to remove the lock or return the device for a refund or recycle it. The device is otherwise useless to you. If the owner is unknown and has not provided contact information as a message showing in the login screen, there is no way to contact the owner unless the person who gave you the device knows them.

One problem I could see is how is Apple to know a request didn't really come from somebody who stole a phone and is now trying to get them to unlock it ? I am sure criminals could come up with all kinds of convincing stories. I am being pragmatic here. Before Apple added this feature it was relatively simple for a thief to reset a device and then be able to sell it. Of course, as many people complained, that made iPhones highly attractive to thieves and there was nothing to discourage them from taking as many as they could get their hands on. I you have a solution to all this then I suspect Apple would love to hear it:
