Can I safely use a 61W power adapter with my 16" 2019 MacBook Pro? It came with my refurbished system, but it's not the adapter listed on the specs.

Why have two different adapters?
There is no harm— not ideal because as you recognize it is under powered (wattage.)
The 16" will charge more slowly.
I will add that under a a heavy load ( high demand ex external monitor(s)/eGPU etc) the Mac can freely borrow power from the battery if needed while connected to the mains, this even with the 96W charge that ships with the 16" MBP.
If this "refurbished" Mac came from Apple— I would call them and have them ship the correct charger to you.

Since I am currently teaching via Zoom, I am running an external monitor and streaming video, so I'll go ahead and get a stronger adapter for those purposes and use the smaller adapter for my office, where I'm doing primarily paperwork. :-)
According to that page, this is the adapter I should be using:
